Ice and Fire were made to protect humans without their knowledge. But, now humans understand how to manipulate magic made to protect them. 

Because of this evil magic was created by a forbidden spell. No one is truly safe untill, the caster of the forbidden spell is dead. 
Why hasn't anyone tried to stop it? Beacuse, no one knows who cast it or if the caster is even human.
