Lana 'Phoenix' Bianchi is institutionalized into a government facility by her father, she burnt her house down and put her mother in a coma. 'It's not my fault,' she'd cry in the institution, but it was on some level. It wasn't her fault her fire wings caught the bedpost and set the house on fire, but she couldn't diminish the flames, she could only make them grow more.
To the normies the powers people are gifted with seem like a blessing, but it is quite the opposite. Powers cause terrible side effects, Phoenix's? Her fire burns her. 
The institution Phoenix is in is for people like her, people with powers. They comfort and care for their new friend but soon discover that she, and the institution, is not what it seems. Four of the patients have gone missing, three got captured, and the other one went to go save them. 
Phoenix and her newfound brotherhood escape to rescue the three captured ones as well, but they have to be quick. The government will stop at nothing to get them back.
