Holed up in 1941 after running away from the Time Agency, Victoria Avery has become annoyed and bitter as she waits for Jack Harkness, her partner, to close up a deal. When a pair of Time Agents they lured after them show up, they end up in deeper water they expected. With an epidemic falls across London and the new couple revealing themselves to be freelancers; Jack and Victoria  reluctantly team up with them to find the cause and cure for the people of London.
