There was a great divide between 11 Districts. Almost all families were separated and moved into other districts. So we could avoid war, the Capitol made a game to avoid war. Only sacrificing 21 people. A game where the Capitol children would fight to the death in a game and the survivor from that district may get to see their family as well as the whole district.
