they have to choose:

write, and you control the lives of everybody in the district. but you'll never find love, never have a family. never live. 

act, and you are at the writers command, you do whatever they say. you'll not find love here either. but at least you'll be as free as you can get. 
there's other options. 

the extras: the ones who don't choose. the ones who are cast out. the ones who aren't important enough. 

or if you're really clever you could be a director. there's one per actor household.  they're in charge. 

but in a world where choice is a broken concept, can a girl ever find love?
