Elizabeth is an orphan who is just trying to survive on the streets of Rouage, a futuristic city in a society where steam energy dominates. When her discoveries lead her to a masquerade ball, she attends and runs into Walter. Soon figuring out they are investigating the same mystery, they are pulled further into a wildly diabolical plot and maybe towards each other.
