The Western Alliance's Third Fleet was on a mission to send a message to both the alien Shang and their Chinese allies that the Western Alliance is still strong, and still ready to claim victory from jaws of previous reverses.  It is the mission of Captain Jack Hart and the pilots of Marine Fighter Attack Wing 112, the Cowboys, to defend the fleet from all threats.  And to be ready should their warnings come true.

For launching the campaign had only come after vigorous objections from someone they trusted with their lives.  If Admiral Aneerin was right, they had to be ready.  The Shang were a cunning enemy, as previous campaigns had shown, never going down easily.
