They thought they were safe, they thought they were out of the water, ready to settle down with their loved one's and live a victors life, but it's not this easy it hasn't been for the last 77 years, The Capitol have control, they always did, Flora and Harry of course as victors of 12 have to be involved in the games but for Flora, it wasn't quite as she anticipated, not as anyone had anticipated.
