When the first black president and First Lady arrive in Washington, D.C., they planned an agenda of love and compassion for the U.S. After five months, a group of self-styled secret world power brokers have had enough of the new social programs and issue a mandate: Do what we say or you'll pay. An idealist, the president angrily refuses, at first. Shortly after, seemingly random acts of violence begin. First, a Defense Department office worker on her way home from a Georgetown bar is brutally murdered. Then there's another alley murder, this time the secret gay lover of the son of a U.S. senator.

As the press wrestles with the appalling public rise in D.C.'s homicide rate; the president considers bowing to pressures as the CIA and other groups try to stop the murders.

The First Lady doesn't know the murders are connected to her husband's policies and suspects her husband is having a moral crisis. Both in public policy and in bed.
