After the incident in Raccoon City, Leon Kennedy reunites with Special Agent Kara Rheyes, and teams up with her to track down the man behind the Washington attack, Jason Hayes, who left millions infected with a new bioterrorism weapon called, A-POX, a stronger and deadlier strain than the A-Virus and C-Virus.
