This is The Hunger Games through a young District 12 Victor that nobody knows about.
President Snow learned that the orphanages in Districts 10, 11, and 12 are too full. So he decided to hold a small Hunger Games with the orphans from the last three Districts.
That was three years ago and Kensi won. President Snow forces Haymitch to watch her since she can't come to the Capital and they can't announce her as a Victor.
