To the school Elementary, no it's not elementary school, two different things. This is a special school! Taking in students with special abilities, from icy Intepraxians to fiery Ethoraxians, or stone hard Roxioraxians to lightning quick Lightepraxians. 
A new batch of students jump in, with a rare occurrence, a student with no powers? The DNA tests all show he is Lightepraxian, yet he cannot use his abilities. Will he turn out to be a normal person with altered genes that do absolutely 0? or will he turn out to be... more than expected?
