5 years after Promise day a world wide phenomenon of ordinary humans suddenly changing into creatures of fairy tales hit every country. Some countries had mermaids/mermen. Angels, humans whose bodies changed drastically to accommodate large feathered wings were as common as the Annis, people whose skin changed to blue and had iron claws on their hands and iron hair, or the Cervicentaur, people whose lower bodies were deer. 

But one creature was hastily sought out by every country for their formidable fighting abilities, the Drakes, people who were capable of turning into dragons, some of which could actually 'breathe' destruction and were suspected of having a vastly lengthened life-span. 

Amestris desperately needs some Drakes as their southern neighbor, Creta, was making noise to start up a war against them and had the largest amount of Drakes appear among their civilians. Drachma also never ceased to want to get at Amestris's fertile soil. So Edward Elric, retired State Alchemist with nothing better to do, is sent to scour the country for the rare drakes. Six years with some success and tensions at a new high amount the country's, Ed surprises everyone when he himself turns into a Drake. 

Now with the world holding its breath as the largest scale war is about to bear down on it, Edward must fight to the death with only 12 other Drakes against hundreds. The Fullmetal State Dragon is starting his take off.  Prepare for hell.
