Ranger V.H., a descendant of legendary vampire slayer Abraham Van Hellsing, comes across an experimental attempt to extract Dracula's DNA from the weapons that ended him. 

Said experiment fails miserably and Dracula looses most of his powers, along with being turned into a sort of vampire/werewolf hybrid. If the Count returns to Transylvania, then he will be slain again and Ranger will never hear the end of it from his family. Thus, the two are stuck with each other...as roommates.
