Harlem Vail is like any other city or town, the crime there is max and never really surprising. Theft is a daily activity for criminals, murders are common, and a small percentage of the police is corrupt and can't be trusted to get the job done quickly and with morals. 

Enoch Thawne is aware of it all thanks to his law enforced mother who works in the law firm. Everything is neat for him until he comes home to a gut churning surprise. Things take a turn for the worse and after months of heartache he decides he can't sit around and wait for it to end. He has to do something - or at least try, but first he's going to need helping hands.
