Picture a giant city that could possible house 2 million living souls struggling to survive in a bleak environment, surrounded by stone walls. The outermost exterior of the city houses the steam and magical machinery that sustains the world you know, giant steam engines roar overhead the city streets flinging sparks below as they shake the hundred year old elevated rails above you. Imagine a world where 24 hours a day the muddy cobblestone streets are filled with the throngs of the living, the screams of the hungry or the laughter of the delusional. A world that has forgotten its noble history when magic ruled the day, now outlawed and strictly controlled by the controlling Church of the Illumination. A world where the underground trade of portal guns and slaves thrive in some sections of the city, where illegal hedge magic is performed for a few coins. A world where everything is recycled, repaired and remade including the dead. Where the Airships fly overhead from the 1st tier on their dangerous scavenging campaigns to the outside world...the world beyond the walls. This is the Last Living City.
