The western part of the city of Riverbend is the area where crime goes mostly unchecked. Over the last several decades, the poor residents of the city have been pushed west and the property values have plummeted. Police can only do so much because residents are afraid of retaliation from drug dealers. Finally, a pair of vigilantes step up to retake the area, but no one knows who they are.
