The Old Fifth, one of five gangs that control Byevinsk are working their way up the ladder of five bigger, more influential gangs in the capital. They carry very little weight in the grand scheme of things, but at the end of the day, they know how to play the system better than most. They know the back passages, the ways to bend the system in their favor and how to gather a following that would die for the cause. What cause, you may ask? Stopping the corruption caused by the other four gangs by destroying them from the inside out and landing on top. They'd rather be the wealthy, powerful, new law.
