Scooby-Doo and his friends head off to the city of Luperón in the Dominican Republic for a vacation, only for them to come across an unknown sea creature outside of the Luperón Bay. 

So, they all go and take a look, and amazingly find something that is beyond anything they never thought would even exist, and they soon become part of something far larger than they know.
