After Loki's failed plan of taking-over-the-world-and-what-not, the Avengers decided that in order to properly make sure that Loki changes, they give him a controller. An agent that will watch over Loki 24/7, this being possible by the pair of rings Loki and the agent must wear.
But who is the agent that gets roped into this?
