2299, Earth.
The United States of America are no longer united. War has broken out between the Neocolonial Union (East) and The Grand Republic of America (West). The United Nations can not step in and all nations have closed their borders. The Nation has been ravaged by war and almost all of the Western Hemisphere is a war zone. The governments of both nations won't stop until the other falls. Those not involved in the war seek asylum, finding it in the only nation willing: Russia. Hoping to avoid conflict, Russia has giving a huge portion of its land to US asylum-seekers, renaming it the United States of Amerussia. The Arclight Corporation, funded by the wealthier Grand Republic, has come up with a war-winning strategy: The Tic-Tac-Toe Experiment. The Tic-Tac-Toe Experiment seeks to modify the genes of newborns to give them unnatural abilities to use as soldiers for the Grand Republic.

Meet X.
A teenage boy with no memory, no past, no life beyond the here and now.  Yet, he has powers that don't belong on this world  and no idea where he got them. He has nowhere to go, nowhere to look but a name: O.

Meet O.
A teenage girl with all the answers but no one to tell. Just as X does, she has extraordinary powers beyond natural laws. She knows where she got the abilities but she doesn't know who else shares her lifechanging fate except one: X.

When their fates collide, will they be on the same side or opposing sides???
