The country is a huge sized community, as big as a good funcional city, with thousands of habitants, amazingly camouflaged and impossible to detect from the outside, thanks to all the advanced technology used to protect it. While it has an unknown location, on the inside they have grown and developed fairly, having more than the necessary supplies to live great lives, after the apocalypse turned Earth into what it was.
They had fields of cultivation and farms, oil and water sources, special forces departments, scientific research departments, hospitals and health posts, recruitment compounds, and even small business like restaurants and bars.
In the country everyone felt like there was never an apocalypse.
The younger ones do not even recall it.

It does require a huge effort from huge teams.
