A girl, Annabelle Wisti, has been born into a poor family. The fifteen year old isn't looking forward to going to her new camp (the equilvalent of school) because she can't pay to attend. If you can't pay, they kill family members to fill the unpaided debt to keep populations low. Now poor Annabelle is left to hide away from the government in attempt to save her parents. Where will she live? What will she eat? So many things could go wrong with her simple plan to stay hidden from the officials...
It has been years since the times we know. A long, long time has passed and it is now 2704. The world's factories have shut down due to pollution and debt problems, cloth has become valuable since it is hard to hand weave. Populations had risen to unexpected numbers and then suddenly dropped because of food shortages. It is a horrible time to live for many for, the government still wants less people and are coming up with quite gruesome ways to make sure that happens.
