Not entirely.
After a mentally ill congressmen becomes Congress's newest floor leader, regular lifestyles go down the drain with the passing of a new law. To the horror of many, murder is now legal under certain circumstances, with the law tending to work better for those involved in social services. Dr. Wells, a surgeon in New York City, is unfortunately an active player under this new law despite his hatred for it. As Dr. Wells gains more Kill Passes, he finds that he is being targeted much more frequently than he had been in the past. Is someone simply trying to eliminate him because he's viewed as a challenge? Or does someone have a more personal reason for wanting him dead? One thing's for sure, if they want his life, they'll need a Kill Pass to murder him with no charge.
