She is the most feared gang leader because she doesn't kill or harm anyone unless her own life is in danger. She hunts down really terrible people and brings them to justice, but the police still don't trust her, as no one has ever seen her and told the tale, and the police can never catch her. Her intimidation either causes her victims to kill themselves, or never talk about, however no one has ever reported being hurt by her. She has been praised by the public and the royal family on multiple occasions, for saving them all.
