Phoebe Kelman used to live with her mom and step dad in British Columbia, Canada until something happened that made them think it would be best for her to move in with her dad and grandmother in Wisconsin. Phoebe is stunned by the decision and doesn't even know how to react to it. She is angry at her mom and step dad for not being able to "deal with her problem" and can't believe that her mom is convinced sending her away is the best thing to do. Her dad and grandmother try to make it as painless as possible for her and welcome her with open arms. When Phoebe starts at Silver Grove High she doesn't really expect much besides the uncomfortable new-girl feeling. Then she meets Eli Mathews and his friends and she suddenly feels welcomed.
