We work for Coulson and his team, you joined S.H.I.E.L.D way before you join the Rising Tide. Coulson told you that you were an 0-8-4, you didnt tell anyone that, well, not until Loki came along.
You though joining the Rising Tide could help find out about your family, adopted families too. Director Fury sent you to work with the Avengers and get he said you'll have to work by the side of the person who almost destroyed New York.
