In Tartarus, something was turned on in Tartarus. It had nothing to do with Tartarus. Really, it had nothing to do with the gods in general. And Percy himself never realized this. Sure, he'd have shortages. But that's just the ADHD. 

When he has a seizure, people realize that he has something going on. Something Percy himself doesn't even know about.
