Seven years after the Rebellion, young Vanessa Higgins wants nothing to do with the Capitol or the games. She lives at home with her sister, Charlotte, and her mother and father. Her parents are high up in the district, but Vanessa and her mother never seem to meet eye to eye. The only person Vanessa knows she can count on is Conner, her best friend. In July, in the midst of District 10's busiest time, reaping day has arrived and Vanessa must push through it once again.

Diana Mari Vale, 16, is tough, sharp-tongued, and fiercely independent. Standing at 5'5" with lean muscles, she bears the physical marks of District 7's grueling lumberyards and the emotional scars of losing her mother and sister. Her tough exterior masks a deeply loyal and protective heart, though she trusts few. Quick-witted and resourceful, Diana relies on her agility and keen instincts to navigate life's challenges, but the weight of her family's deaths often pushes her to take reckless risks. She's rarely without a small, hand-carved wooden bird-a keepsake from her late sister-and uses sarcasm to keep others at a distance. A skilled trap-maker and knife fighter, Diana has learned to survive by relying on her sharp mind and the brutal lessons life has taught her. Beneath her defiance and biting words is a quiet, burning resentment toward the Capitol, waiting for the right moment to ignite.
