The timeline is set right after the battle of the Guild and before the battle of the Rats in the House of the Dead.
Reader-chan just came back from a mission that held her away from the battle in Yokohama.
Dazai was telling Atsushi kun that Yokohama was his city now.
Chuuya was drowning in his own drunkness and babbling about killing a certain suicidal maniac.

And I should add, reader-chan is one of the executives in Port Mafia. As you can see, Dazai and Chuuya have something to do with her.
