Israel Ortega was a true believer of the normalcy in life that included everything except those "metahumans" - people who were born with supernatural abilities thanks to the Metamorph Gene and are now being hunted and experimented on by the government for science, research, and entertainment purposes. His family raised him to never interact with a "meta", no matter how nice or kind they may be because they're all the same; they're just criminals who will use you for their benefit and kill you when they're done. He was all for staying away from the metas and living his normal life... that is, until he gets caught up in an incident at a college party that leads to his own meta gene activating and his turn to be hunted down by the government.

That's what I am to them, to the government. Roach; the nameless monster with electricity for a sense and lightening as a second nature. It ruined my life, the sparking currents playing tag in my mind, running around and bumping into everything, shaking me loose. The government, actually. They ruined my life. My curse just gave them a reason. You see, the normal population with ordinary DNA, they don't know about the people like me. The roaches of the world. We don't get that kind of recognition at the camps. There, we are only one thing in the military's eyes. We are weapons and we will act like it. Everyone else out there, bathing in the goodness they don't know they've got, they don't know about the roaches their stepping on. As long as their getting closer to the sky, they don't care what they stand on to reach it. They don't know about the sparkling dreamer that's killed 7 people before her 17th birthday. after a hit that took them to a nuclear factory, Moxxie and Millie get coated in radioactive liquid, which give them superpowers! Moxxie has the fighting skills of Street fighters Ryu, plus releasing fire blasts that take the shape of a Chinese dragon, and Millie now can inflate herself into a giant balloon, and expand her size to enormous proportions, and can be either as bouncy as a beach ball, or be as heavy, if not heavier than the heaviest bowling ball. With no control of these powers at first, Moxxie and Millie resort to go into hiding in the human world, taking Asmodean crystals to disguise as humans, and live among its people. But they're not alone, as their next door neighbors, the Parr family, have superpowers too, as the mother and father were the famed superheroes Mr Incredible and Elastigirl from back when superheroes were common, but were forced to go underground when superheroes were getting sued for the destruction their good deeds cause. Now living next door to supers, Moxxie and Millie will have to control their bizarre powers, while dark forces plot to exploit the powers of supers for their benefit
