Agent #18 was aware of his brief: find and eradicate the rapist actor, Trevor Starr, without a trace. But there was another bullet point listed calmly below: gather intel on Philip Michael Lester. But why? He was to analyse his every move and pick up on his mannerisms, which meant he had to get as close as possible. The ERAA was about eradicating evil and putting wrong-doers right, so why did he have to stalk an innocent civilian? As long as he didn't get attached, he'd be fine. And that wouldn't be too hard, would it?
