short backstory: Kallus is not with the rebels (so he's not fulcrum its someone else). The emperor himself is starting to believe Thrawn is crazy and his ways are irrelavent.
Grand admiral Thrawn is considered a failure after the attack on chopper base. He is imprisioned and tortured under agent Kallus order in an attempt to break him. the rebels free him in hope he'll help them. Thrawn sees his chance to redeem himself by bringing the boy Ezra Bridger to the dark side using whatever ways he sees fit to get the job done.
