They were a nomadic people, choosing the desert as their home.  Legends said that they could vanish while standing directly in front of a person.   Around the world, it was not unheard, that when a high profile assassination happened, that a pile of sand would be found.  It was their calling card.  

Vince had grown up in the tribe, but now that he had gotten away from the village, he was working on making his own reputation, not as an expert killer, though he did kill, but as a recon specialist.

After seeing his skills, Phoenix decided she wanted this man on her team.  Working for the military.
