In 1992, there was 54 648 violent incidents in high schools. In some cities,  the areas around these school were being to fall under control of violet youth gangs. By 1997, the number of violet incidents had tripled and the gangs had taken control of sections of cities, some schools were shut down. The year is 1999, the gang controlled areas were know called 'fire free zones', Kennedy High is located in the center of a fire free zone. The police will not enter,  there is no law, the department of education of defence has been formed to reopen  schools and to control the gangs but what will they do?
