Penelope Waters has been in a wheelchair for most of her life, and longs for the feeling of sand between her toes and being able to swim and run. On her 16th birthday her best friends Hunter and Emily bring her to the beach, everything was going fine until they get in an accident that Penelope should have drowned from.
