The Menaces like to dress up every year on Halloween in different costumes, BUT in an alternate dimension, Eggman once again tries to get them to join him so that he can make his Eggman Empire. Being refused once again, Eggman (or whatever his other version shall be called), carries out plan b. 
To take revenge, he traps them and somehow uses a special potion he made to merge them with their costumes, making them become the monsters/villains they dressed as! Their personalities have changed, though they have some of themselves still present, and their appearances had been altered completely. How will they live with this unexpected change in their lives?
