At the same time, people have asked why there were no tank Bastions in the Dominic War flashback in the Last Bastion short.This then ties in with why Bastion can only keep its tank form for a few second in-game: because its body was not intended to turn into a tank in the first place, thereby placing stress on itself when in tank form. So Bastion can't maintain its tank form for too long because of that, transforming back after a few seconds to prevent any serious damage from the stress. The reason Bastion's Tank Mode parts aren't part of his model is because Tank Mode isn't actually his original Ult. His original Ult back in Beta was a small kamikaze drone similar to Junkrat's Riptire.
