This fanfiction is written from multiple points of view. Rey, Kylo Ren, and even General Hux for example. It'll say who's Point of View (POV) it is at the beginning of every chapter so you won't be confused.
This story is about what will happen to the First Order, Resistance, and Rey and Kylo's relationship after The Last Jedi, The Rise of Skywalker is not considered Canon for the sake of this story.
