To Kyoura, having a quirk doesn't mean you are a hero and it doesn't make someone a villain either. Having a quirk means that expectations will always be thrust upon you. And when her useful quirk evolved, she was whisked away to U.A. High and her life was effectively ruined.
Years later she's back at the school that took away her freedom, but for a different reason. To teach, yet unbeknownst to her she'll be forced back to be around old company.

Kazuno doesn't know why she wants to be a hero, only that she wants to help people. And that's what she'll do, even if it means getting herself involved in situations she shouldn't. With a not so useful, and not to mention disorienting quirk she didn't even think she'd make it into the esteemed school.
Accepted into the school, albeit not in the hero course she thought she could make a difference. And the first difference she wanted to make happened to be sitting not too far from her.
