A pandemic is an epidemic of infectious disease that has spread across a large region; for instance multiple continents, or even worldwide.
It's 2035, people are shooting/beheading/incinerating each other in the streets to protect themselves from the zombie menace and everyone else who is doing the same thing. Nobody believes the government when they claim the situation is under control because it obviously is out of control and the government is just lying to attempt to restore order long enough to sacrifice everyone else to save themselves somehow.
It's been two years since the outbreak and civilization has collapsed.
People are killing each other in the streets out of fear of them being zombies or because they're trying to get what they think they need to hold out against the apocalypse or just because once the killing gets started it's not that easy to stop. But now the bodies are coming back to life because humans are instinctively averse to going as far to kill other humans as they'd need to go to kill zombies. Everyone who wants to survive has to overcome a pretty basic human instinct that mediates homicidal tendencies to hack each other completely to pieces over every little disagreement. There's no way civilization holds together above the natural human social group size, which is about 150 individuals.
