So they implanted them in the blood streams of baby's as they were born for a healthy generation of people, when Allen realized he could manipulate the microbes so they could change personality and erase memory's he created a program to fix his delinquent son and soon it became available to the public and criminals were reprogrammed into perfect citizens and soon parents started forcing their kids to get reprogrammed.
