Academy City. An independently governed City 30 years ahead of the future in science and technology, land locked in Japan, made up mainly of high schools, colleges, labs, and possessing a population mainly comprising of students and teachers. 60 percent of these students possess psychic powers and live as espers.. and one of the 7 most powerful of these espers, The Railgun, Mikoto Misaka, lives in this city. 

Mikoto has been orphaned for about 1 month now. Following the death of her family by unknown causes, she has been debating leaving Academy City to study in America. However, things change when she finds herself baring witness to two strange warriors called Archer and Assassin battling it out.  And to make matters stranger, she is saved by a mysterious knight calling herself Saber.

The Grail Wars of Academy City are about to begin.

Mikoto Misaka is the third strongest Esper out of that 2.1 billion that dwell in Academy City, being also a prestigious student at the most high class all girl's school in the entire world. Naturally, having such high powers, she has faced many weird phenomenon within the city known for the weird and scientifically advanced. However.. her knowledge about the universe is challenged when she meets a particularly weak esper named Ben Tennyson, whose been living on the streets because he couldn't afford the dorm. And as Mikoto will soon discover.. Ben's true powers.. completely unrelated to his esper ones... are quite out of this world...literally.. Academy city, the most technologically advance city in the world, and a place filled with espers, people with amazing abilities that are ranked from level 0 to level 5. But Academy city isn't the only place that has espers. The European Union has created there own esper training facility. It may not have many students, or even many that have abilities over level 3, but they do have a few level 5 of there own. There first rank is truly exceptional. His name is (Y/n) (L/n). A esper with the ability to control time. Because of his British origin, he's been given the nick name Time Lord. He's a 16 year old guy that looks like a 10 year old....... Follow his adventures, as he enters Academy City to try and solve a certain problem that is going on.
