Just a routine visit to one of the Northern forts in Clariness Kingdom, Fort Misutihiru (Misty Hills, according to Google Translate).  But when has visiting a fort ever been easy for Prince Zen? Bandits and a blizzard are only a couple of the things they have to worry about.
