So in this world, nobody was ever trapped underground. Monsters and Humans found peace and now live together ( almost ) peacefully. On MT. Ebott the hole in the mountain was filled and ontop of the steep mountain, a wishing well was placed to represent hope and peace. 

Frisk ( he/him ) goes to Ebott High School for Talented Humans and Monsters. Fortunately, so does Chara ( she/her ).  When the peace and equality is threatened in Ebott Vil. Monsters and Believers can either surrender, hide forever, or fight back.
