It's true that population has always been a problem, but when the government tries to take care of it they end up creating monsters. The only way to fight these monsters, is to create new people and train them to fight for the rest of humanity. Author's note: I've become less and less motivated to write this story, so hopefully while I write my nexy one I'll be able to finish a bit of this one.
