Eggman's a pretty simple guy. Kill things in the way, plant flowers, Conquer the world, do yoga, and plaster his face on everything. This sounds simple, but it obviously needs more leverage for this boat to float. So he creates an Empire to help him achieve his goal in this wonderful piece of literature.
