(au after the last episode of Root A) As Tokyo rips itself apart, Kaneki, Touka, and the rest of their friends move their coffee business to Liberty City, away from the CCG as their is no CCG operations, and human and ghouls live together in harmony, but they are unaware that secret investigators hide in the dark alleys of the city and are wanted for countless ghoul related murders.
Meanwhile, Niko, fresh off the boat, moves to Liberty to meet with his cousin, free from his past, and looking for the person who is responsible for killing his war friends for money.
Both individuals, including Johnny, a chapter vice president of the Lost MC and Luis, a manager of the nightclubs in Algonquin and a bodyguard to the now not-so-well-recognized club runner "Gay" Tony Prince, cross paths and must work together with dealers, gangs, and the US government to make themselves safe and renowned from their previous lives.
