Niara has lived her whole life knowing she must take her father's place on Republic City's City Council. 

The oldest female Airbender in the world, and the first of Avatar Aang's grandchildren, everyone expects great things from her. She is the perfect pupil, excelling both in Airbending and in politics. But a storm is forming on the horizon.

Republic City is falling apart at the seams. Discontent is brewing through the nonbending community, and a cult of extremists calling themselves The Equalists have been showing chaos from the shadows 

If Niara has any chance of saving her home, she must team up with childhood friend Korra in order to seek out Equalist leader Amon and put a stop to his sinister plot.

But with so much at stake, what price must she pay to keep the peace?
