When altering the human genes, science always goes a bit astray.

16 year old Saylor Alveolar, and her twin brother Sage are the two youngest criminals in a line of genetically enhanced humans that roam the glorious city of Strayard. 
Three years later they get released into the city once more only to find that the mutations roaming the city are slowly, one by one, becoming homicidally insane.
With a group of close "friends," the duo embark on an adventure to find out why the city is falling apart like clockwork.
